Shutdown your Mac. Reboot. Open your document in a Finder window. Select your document, and drag/pause it over the iCloud Drive folder. That will open, and then just drag over the Pages folder and release to drop it in that folder. Alternatively, you can press option + File menu : Save As… and select iCloud Drive : Pages, and save your document that folder.
